Based on a Bureau of Labor Statistics survey (of approximately 7,000) men of age 18, "30% of blacks, 26% Hispanics and 22% whites have been arrested and of both male and females at ages 23, percentages of arrest has climbed since 1967. These stats reported in the journal Crime and Delinquency said the stats could have the potential to become a convenience in shaping policy so people won't be haunted by arrests when applying for jobs, schools, public housing, etc. From age 18 to 23, these statistics climb increasingly to 49% black men, 44% Hispanic men and 38% for white men. Among the women by age 23, 20% of blacks, 18% of whites and 16% Hispanics were arrested for at least once. Kai Smith, NY at age 44 explains his first arrest at age 12 for jumping a subway turnstile later serving 16 years for possession of drugs.He states, "It's really damaging...putting handcuffs on a child at 12, 13, or 14 years old, even for something like jumping a turnstile, those acts have ripple effects that can be catastrophic.
